With my Ranger, I usually don't even put points into Tactics, so the Req doesn't matter. I also go with Health +30, because I have one all-purpose shield instead of a set of multi-purpose ones.

You don't really give any specifics about your build or settings. If you have enough attribute points to get 9 in tactics, then it wouldn't matter, but the req 9 one obviously has the +10 armor vs..
If you are trying to use as few attribute points as possible, everything needs to be considered. For example, can putting more points into something else and only 8 in tactics, give you more benefit than the +10 vs.. One thing to consider is that any shield that is armor +16 (req x) will give you armor +8 if you don't meet the requirements. SO you may be better off all round by not putting any points in Tactics at all, especially if you don't use Tactics for anything else. |

if you do not meet the req you will get half of the armor. so if it is AR of 16 req12 and you do not have 12 you will get ar of 8. the rest of the mods you will get.
As a war, I do not ever run tactics except in presearing for the sig of h so I can get over 100h every time I use it. My shield is Strength cause I have a a 12 *9 vrs charr and that is better than the ar 16 +30 bonus shield. There are monks that use swords req9 but they do not even run war skills. |

It depends on what you're doing, and your class. Monks in PvP will put 7 or 8 in tactics due to the stances they run. Putting 8 into tactics, and running a r8/15 or 8/16 shield will give you the whole armor amount... which does go a long way to help in GvG. But PvE? Run whatever, it really doesn't matter.

Read shield page on wiki, 2nd paragraph. You will get 8 armor from any shield that is above 8 armor of which you don't meet the requirement. So, you can have an armor 13 (req 7) shield, not meet the requirement of 7, and get 8 armor from it. So if you're not a secondary warrior or paragon, or are not going to spend enough points into the attributes to meet the requirement anyway, you can take any shield of 8 armor or above and you will get 8 armor out of it. |

2 shields: - armor 9 (req3 tactics) - armor 16 (req9 tactics) 3 situations: - you run 0-2 tactics - you run 3-8 tactics - you run 9+ tactics Situation 1 (0-2 tactics): you get 8 armor from shield 1, you get 8 armor from shield 2. Situation 2 (3-8 tactics): you get 9 armor from shield 1, you get 8 armor from shield 2. Situation 3 (9+ tactics): you get 9 armor from shield 1, you get 16 armor from shield 2. |
